TSC Increases Salaries Of Teachers In Lower Graders, Fast-Tracks Promotions

The Teachers Service Commission (TSC) has delivered good news to teachers who are on lower Job Groups with diplomas and degrees.

This is after the Commission, led by Chief Executive Officer (CEO) Nancy Macharia, reviewed its promotion rules, allowing the said teachers to automatically be promoted and move to new grades after completion of three years of teaching service.

Letters to the teachers dated June 12th, 2019, signed by P. Thuo on behalf Macharia, TSC said their progression will be based on the provisions set by Career Guideline 2017.

The letters are based on teachers’ application/performance appraisal reports dated May 26th, 2019.

Affected teachers are those in grades C1/C2, for those with diplomas and C2/C3 for those with degrees. Initially, teachers in the mentioned grades were in Job Groups G, H, J, K and L.

The teachers at C1 T-scale 6, include secondary school III/Lecturer III/primary teacher I. Those in grade C3 T-scale 8, include secondary school teacher I/SNE, teacher I/primary/SNE, teacher II-Secondary/Senior Teacher I, while those in C2 T-Scale 7 comprise of secondary school teacher II/SNE-Teacher, II-Primary/Lecturer II and Lecturer II.

According to TSC, review of the automatic promotions was based on a Job Evaluation Report and Collective Bargaining Agreement (CBA) that was signed between the Commission and teachers unions. The agreement recognised a common establishment fot the first two grades within the teaching service.

Teachers in grade C1 earn a minimum of Ksh27,195 and a maximum of Ksh33,994 monthly salary. They also earn a hardship allowance of a minimum of Ksh8,200, Ksh4,000 commuter allowance, and Ksh4,000 leave allowance.

C1 teachers in Nairobi earn Ksh10,000 hardship allowance.

Teachers in grade C2, according to the CBA, earn between Ksh34,955 and Ksh43,694. They take home Ksh10,900 hardship allowance, Ksh6,000 annual leave allowance and Ksh5,000 commuter allowance.

C2 teachers in Nairobi earn Ksh16,900 house allowance.

Those in grade C3 pocket between Ksh43,154 and Ksh53,943. The teachers in this grade get Ksh12,300 hardship allowance, Ksh6,000 commuter allowance and Ksh6,000 annual leave allowance.

Grade C3 teachers get Ksh28,000 allowance for those in Nairobi.

The move comes even after TSC seeks to leave out members of the giant Kenya National Union of Teachers (Knut) out of the third phase of Kshh13 billion salary increment.

TSC CEO said the move follows a court ruling on July 12, 2019 that favoured Knut, which stopped the Career Progression Guidelines that the commission was using to remunerate teachers.

Knut through Secretary General Wilson Sossion, has however contested the interpretation of the court ruling by TSC, and urged the commission to implement the decision by the court by adding teachers a pay increment.
