Former Prime Minister Raila Odinga has long been a prominent figure in African politics.

As discussions around his potential election as the Chairperson of the African Union Commission (AUC) gain momentum, questions arise about the transformative roles he could play in shaping the future of the continent.

The AUC, as the executive arm of the African Union, is tasked with driving Africa’s integration, development.and peace-building agenda.

In this article, WoK explores the key roles and responsibilities he would undertake as AUC Chairperson and how his vision could align with Africa’s aspirations.

Roles

The Chairperson serves as the Chief Executive Officer, legal representative, and Chief Accounting Officer of the AU, directly accountable to the Executive Council for the execution of their duties.

The Chairperson oversees the Commission’s administration and finances, ensuring efficient management and adherence to AU financial regulations.

This role also involves facilitating the functioning, decision-making, and reporting of all AU organ meetings, ensuring alignment with established AU policies, strategies, programs, and projects.

Another key responsibility is diplomatic representation, where the Chairperson consults and coordinates with member states’ governments, other institutions, and Regional Economic Communities (RECs) on AU activities, while also carrying out the AU’s diplomatic missions.

In terms of strategic planning, the Chairperson prepares, in collaboration with the Permanent Representatives Committee (PRC), the AU budget and strategic planning documents, ensuring resources are allocated effectively to meet the Union’s objectives.

The Chairperson also acts as the legal custodian of all AU and OAU treaties and legal instruments, maintaining the integrity and accessibility of these critical documents.

In terms of advocacy and outreach, the Chairperson undertakes measures aimed at promoting and popularizing the AU’s objectives, enhancing its performance, and increasing its visibility both within Africa and globally.

While the Chairperson holds significant administrative and representative responsibilities, the role does not encompass policymaking or defining the direction of the AU; these core functions are retained by the AU Assembly of Heads of State.
