John Paul Okwiri was on Thursday, 7th September 2023, appointed the Chief Executive Officer of Konza Technopolis Development Authority (KoTDA), a multi billion project that has been in the works for more than a decade.
The project’s aim is to create a smart city and an institution where Kenyans could be taught about STEM. The city aims at having all the amenities and hopes to provide one million jobs in Kenya.
John Paul is skilled in various things including: credit management, relationship management, strategic sourcing, credit analysis, forecasting and financial analysis.

Career
For the past 10 months, Paul has been serving as the CEO in acting capacity. He replaced John Tanui who took up position as the Principal Secretary, Ministry of Information Communication and the Digital Economy.
During this time, he has spearheaded the company’s objectives through partnerships amd undertaking various decisions.
During his Tenure at the authority, the CEO is credited with successfully implementing large scale projects, such as the establishment of the Kenya Advance Institute of Science and Technology and the delivery of Konza Phase 1 Horizontal Infrastructure.
He was able to secure the 41st International Association of Science Parks (IAPS) for Konza Techolopis. Mr. Okwiri was also key in transforming Kenya’s cloud infrastructure and data center services by mobilizing resources to establish a tier 3 National Data Center.
He has worked at KoTDA for a little over eight years having joined them in August 2015 as the manager in charge of procurement. Prior to this, he served as a:
- Relationship officer, Credit, at EBL
- Relationship Officer, Credit, at Equity Bank
- Procurement Officer at Hass Petroleum Limited
- Procurement Officer at Jamii Bora Bank Limited.
Education
The professional holds a Bachelor of Commerce in Accounting from Kenyatta University and a Master of Business Administration in Procurement and Supply Chain Management from the University of Nairobi.
He is a Certified FIDIC Dispute Adjudication Board (DAP) Expert. Apart from this, he is a member of the Kenya Institute of Supplies and Management (MKISM) and the Chattered Institute of Purchasing and Supply (MCIPS-UK).
