After completing his secondary education, he moved to Nairobi and won a scholarship to join A-levels at Millennium Academy, where he excelled.
In 2008, Owino enrolled at the University of Nairobi, embarking on a path of higher education that would distinguish him as a highly educated public figure.
He initially pursued a Bachelor of Science degree in Actuarial Science, graduating with First Class Honors in 2012.

Owino began honing his political skills in the vibrant arena of campus politics. His most notable role was his extended tenure as Chairman of the Student Organisation of Nairobi University (SONU).

Despite allegations of significant spending during these campaigns, with some suggesting funds came from external political sources, Owino maintained that the resources were primarily donations from fellow students.
