Dr. Andrew Mutava Mulwa: From Scoring ‘Y’ In KCSE To Being Appointed Acting KEMSA CEO

From an early age, Dr. Andrew Mutava Mulwa showed a deep interest in healthcare and a passion for making a difference in people’s lives by improving healthcare systems in Kenya. 

WoK delves into his inspiring story, from his early life to his educational achievements, career milestones, and his recent appointment as the acting CEO of the Kenya Medical Supplies Authority (KEMSA).

Education

He sat for his KCSE for the first time at Makueni Boys in 2000. Unfortunately, the results got cancelled with claims that he showed his classmates the Chemistry Practical. In an interview with KTN, he said that he couldn’t remember sharing the exam with anyone.

He was index one and was seated in a corner by himself. 99 out of 139 candidates got a Y. 

He repeated Form Four at Machakos School and managed to score ‘A’ plain in all subjects, performing even better than the previous exams.

He pursued a Bachelor of Medicine and Bachelor of Surgery (MBChB) degree at the prestigious University of Nairobi. From September 2003 to December 2008, Dr. Mulwa dedicated himself to his studies, excelling academically and building a solid foundation in medicine. 

The Bachelor of Medicine, Bachelor of Surgery (MBChB) degree program is a comprehensive six-year curriculum designed to prepare medical doctors who possess a strong foundation in humanities, social sciences, and medical sciences.

The MBChB degree equips aspiring doctors with a well-rounded education, ensuring they are well-prepared to provide high-quality healthcare and make a positive impact in the lives of their patients.

Dr. Mulwa pursued a Master of Science in Strategic Management at Jomo Kenyatta University of Agriculture and Technology from May 2018 to December 2021.

During this period, Dr. Mulwa demonstrated exceptional academic performance, culminating in an impressive MSc grade. This advanced degree equipped him with strategic planning skills and a holistic understanding of healthcare management.

Harvard University

Additionally, Dr. Mulwa participated in prestigious executive programs at renowned institutions such as Harvard University and The University of Edinburgh.

In September-October 2019, he attended the Executive International Health Systems Program, specializing in Global Health, at Harvard University.

The program honed his skills in quality healthcare management, preparing him to tackle complex challenges in the healthcare industry.

On studying at The University of Edinburgh

In November-December 2015, Dr. Mulwa completed an executive course in Managing Markets for Health at The University of Edinburgh.

This course provided valuable insights into healthcare market dynamics, equipping him with the knowledge to navigate the complexities of managing healthcare systems efficiently.

Career and Professional Growth

After completing his MBChB degree, Dr. Mulwa embarked on a journey of professional growth and leadership.

From January 2009 to June 2011, he served as a Medical Officer at the Ministry of Health in Kenya, where he tirelessly provided essential medical services and demonstrated his dedication to patient care.

In July 2011, Dr. Mulwa was appointed as the Medical Superintendent and District Medical Officer of Health at Mbooni District Hospital, located in Makueni County.

For eight years, he skillfully managed the hospital, ensuring the delivery of top-notch medical services to the local community.

Dr. Mulwa’s exceptional clinical expertise and administrative acumen played a pivotal role in the hospital’s success and its ability to meet the healthcare needs of the population.

Professional Growth

Recognizing his potential for leadership, the government of Makueni County appointed Dr. Mulwa as the County Executive for Health Services.

From July 2011 to June 2019, he played a vital part in shaping healthcare policies and implementing strategies to improve the county’s healthcare system.

Dr. Mulwa’s visionary leadership and strategic management skills were instrumental in driving positive change and enhancing healthcare access for the residents of Makueni County.

Appointment as Acting CEO of KEMSA

Dr. Mulwa’s appointment as acting CEO by President William Ruto, effective May 2023, followed the suspension of the previous CEO, Terry Ramadhani, due to graft allegations in the donor-funded Malaria National Programme.

As the acting CEO, Dr. Mulwa is entrusted with the responsibility of leading KEMSA through a period of transition and reform, ensuring accountability, efficiency, and the reliable provision of medical supplies to healthcare facilities across the nation.
